Human rights needs to come before drugs.
55% of federal and 20% of state prisoners are incarcerated due to drug laws. Two-thirds of drug arrests result in convictions. Black males are ten times more likely to be sent to prison for drug violations.
It is an issue of human rights and, in particular, of racial discrimination in our justice system.
We can, and should, do both.
